Jeff Tiner, MBA, MSW, LCSW
Jeff serves as the Chief Program Officer-Clinical Services for Catholic Charities Maine, for whom he has worked for over 25 years in various capacities. His current role includes overseeing statewide programming for community-based mental health and substance use disorder treatment, as well as supportive housing.
Jeff is currently focusing on building the agency’s formal disaster response capacity. In addition to being a member of the Maine State VOAD Board, he is a member of the CCUSA National Disaster Response CADRE, CCUSA Disaster Capacity-building Subcommittee, and his community’s economic development committee. A current focus for the latter is the formation of a regionally based Community Emergency Response Team (CERT).
Jeff’s involvement in disaster response came about organically, as Catholic Charities Maine was called on to help respond to two major in-State events. The support provided by his agency and CCUSA during those events fueled his interest in becoming more involved with local, state and national disaster response activities.
Scott Guillerault has been an active member of Team Rubicon since January 2023, completing two national deployments following Hurricanes Helene and Melton and serving as Maine Deputy Planner since November 2024. Scott is the Fire Chief for the City of Ellsworth, Maine. He also contributes to statewide readiness through Maine Responds and serves on the Board of Directors for the American Red Cross of Northern New England.
